Though I have them all I've only read the first of the Mycroft books. Like you, I found it to be lacking. Mainly...the central character. ;)
I've read most of the Douglas series and you have a valid point. But I think that was to be expected. I think it's a pretty fair series...

I've read the first 3 and agree that they are quite good. (if you like that sort)
Another in that series is "Justice Hall".
