Because they're trying to show off how apparently cool they are. That got really annoying two summers ago when I had to commute an hour each way to school in bumper to bumper traffic with no a/c in my car. Rap and Hispanic music seemed to be the popular choices to blast.
I am suggesting they select a book based on what appeals to them, mainly by using the blurb on the back cover or front flap. I am not suggesting they judge a book by its cover alone, though that is a common method of selection by both new readers and seasoned readers.
You make a good point...
How do you figure? And, more to the point, what's wrong with that way? You find a lot of books that way that you'd never hear of through friends or Amazon or the like because they're not as popular or well known. Besides, your interests may be completely different from what someone else likes or...
Welcome to reading! :) I guess the best suggestion is to go with what looks interesting to you. Go to a library and check out their fantasy section. Just pull books off the shelf that look like they've got an interesting title or whatever and check out the back of the book/front flap blurb. Pull...

If you want sturdy hardcovers, Library of America wouldn't be my recommendation. I rented the LoA version of Nabokov's Pnin (with Lolita and Lolita, a screenplay) and I was disappointed in the quality of the book. The font wasn't terrible, but it wasn't too great either. The pages were pretty...
Why are you trying to get him a book if he doesn't like to read?
Anyway, if he liked Dan Brown, maybe he'd like Stephen King, or Dean Koontz, or someone like that. Maybe one of Clive Cussler's Dirk Pitt books?
Oh, and I don't know how I could have forgotten these three-
Brave New World- Aldous Huxley
1984- George Orwell
Fahrenheit 451- Ray Bradbury
And while not political, Mary Shelley's Frankenstein is excellent (sci-fi, human nature) and completely different from the Halloween inspired...
