So every one has to then learn to survive with out it. so most people go to the historians for help and the historians show them how to get food chop wood make clothing thing like that.

It sounds so much like Asimov, but unfortunately, it also sounds like thousands of others SciFi. "Historians help" and "weather control", I've read a few of those and I have a huge mess in my head who was where and who wrote what...

i don't think it is Asimov, it is not about robots and all that. It has sum AI in it but that is it, is mostly about how people learned how to live with out any power.

In the book there was about 24 power generators (power makers of sum kind) on the planet and one side got control of about 12. the war was mostly about one side attacking and the other side defending so nothing happened except no one had power.
