The book featured a cat-like race that was fighting an evil vulture race. The vultures used spears and natural weapons to hunt the cat people. The cat people used compressed air dart guns, and biplanes to fight them. There was something strange about the air- a violent, turbulent area where the dense lower air met the light upper atmosphere.
I think at some point the cat people made a submarine and had to fight a big sea monster, but I'm not as sure on that point.
