I don't know about in England, but I can definitely say that we should be a lot tougher on anti-social behaviours here in America. My brother has an anti-social personality, and he's gotten off very lightly with everything from theft of a stereo system, to theft of a gun, to rape--along with several other things. For all of these, the worst punishment has been nine months in jail. So, I have a very personal take on the idea of being tougher on criminals.

I'd be interested to see what new set of laws they come up with.
