what book series is this?

Hi,I’ve been thinking about this for some time, but can’t seem to remember alot,

My problem is this, way back, properly, ohh, 20 years ago, I read a book, or should I say couple of books in a trilogy, or it might have been a series,
I have totally forgotten who the author was and what the books where called,
But I remember the story vaguely.

And would like to read the last one (at that time, it wasn’t out in print)
The story I remember is something like the following, but not necessarily in order of the way the books where written

Nuclear destruction, or something just as devastating,
Two groups or tribes of people, one living on the surface, the other underneath
There’s trains, but not like we know trains, these are used to travel over the burnt desert,
And have huge tyres.
The Over Landers or people who live on the surface have a type of seer who can see the times ahead (future) the underground people are very well kept, and maintained in there
caverns which are really just like Huge cities underground, there are jet planes which the pilots from these underground cites, use to reckie the outside,

A pilot from underground somehow meets with the people from above
(Not sure if under his own will at first)(Think he has a crash) but definitely becomes friends with them, only the council of the under city don’t like this,
(Something to do with Over Landers living overland (toxic fallout or something, maybe))

I think he becomes connected to them in someway mentally, or something, or he is from the overland people or something (gets confusing here)(the rest of it is to) he turns out to have similar or the same powers as the seer, there’s a love interest between the pilot and a dark haired girl from the desert tribe (of course) and a love rival, who is the elder seer’s son or something (there is only ever one seer alive at a time)
I know there isn’t much info here but if someone has read these books, they will hopefully remember, and be able to tell me what I am talking about,
(Strange, Isaac Asimov, just sprung to mind, but I’m sure he isn’t the author)
(Off to do some more research)
 
That sounds interesting. It reminds me of a French book I read in grade school called Surréal 3000. Similar events happen, but it was for children, and all in the space of about 100 pages.
