It depends upon which group you're speaking about.

Al-Qaeda wants a giant Ottoman Empire ruled by sharia law and a theocratic state. They hate western liberalism and are determiend to smash it to smithereens as we are the home of "Baywatch" and other inanities. Sadly, many Americans, and other "western" citizens for that matter, are truly ignorant of their desire, which will lead only to more death before we defeat the eneemy. Chamberlain lives.

It can also be used by indigenous peoples to expel foreigners. You could argue the American colonists were terrorists, ditto the IRA, the Viet Cong, etc. In some cases, they were perhaps more than justified.
