anyone know of the author or title of this book?

If I remember correctly it's a Young Adult book:
starts out with a girl being tied up as a human sacrifice to the dragon but as the dragon approaches she gets loose and tries to get away, but notices that the dragon doesn't even notice her. She then yells at the dragon to get it's attention, the dragon turns out to be able to transform into human shape. For some odd reason they began traveling together and after that it gets sketchy in my memory so here goes...
Something about silver that weakens the dragon
The dragon can't stay in human form when either the sun set or day breaks...
The girl works frantically to get the silver chain cut off the dragon
Being the happy story that is it she prevails at the last moment and the boy/dragon lives
If anyone know what I'm talking about please, I've been racking my brain for far too long on this.
