Artist name

I know this is a long shot, but I am trying to discover the full name of an illustrator of the late 19th and early 20th century with the initials H.L.B.

Reason I ask is I'm authoring a paper on first edition books of the Irish author L.T. Meade (publisher, date of publication, illustrator and number of illustrations), so would like to know the full name of the artist H.L.B if possible, since several hours of research have come up empty.

I think the closest I got was an Irish artist named Helen L Baldwin but somehow the timing doesn't connect.

Thank you for your efforts Libra. Trouble is a lot of records of British publishers were destroyed as the buildings were destroyed during the Blitz of London in the second world war, so finding who H.L.B was is a challenge indeed.
