The best book on African politics I've read is Africa Unchained: The Blueprint for Africa's Future, by George B.N. Ayittey. It's dense but so insightful.
For Europe, I recommend Jeremy Rifkin's European Dream: How Europe's Vision of the Future is Quietly Eclipsing the American Dream. T.R. Reid's The United States of Europe compliments it nicely, too.
The End of Poverty: Economic Possibilities for Our Time, by Jeffrey D. Sachs is also excellent.
