Help! A novel about humanoid dogs?

Years ago, I read a novel about dogs, except it wasn't really about dogs, because they were all humanoid and stuff. I think it was good, and I want to reread it, but I can hardly remember anything about it, let alone the author or title. I'm pretty sure it was an "adult" book, not a kiddy book... may have been one of those animal books that have "political" undertones.

I think the main character's name was Klaus.. or Klaws.. or SOMETHING. He might have been a Husky. Ummm.

It's really annoying me.

Not sure what you mean by humanoid? Robotic? If so, then it's not that book.
