looking for title of a movie about a kid with wings

im reading katastrophe, and the way the family is stalked by the media, remind me of this movie i saw when a kid, but cant remember the title, or even from what country its from, since i remember i saw it dubbed on spanish.

its about a maybe 6 year old kid, wich suddenly starts growing wings on his back, i think the name of the kid was toby, the movie is not about the kid becoming an angel and helping bring peace and happiness to the world , if i remember correctly its focused on how the family's life is disturbed because of this (family relationship, the media stalking, envy, hate, yada yada yada...)

i remember that at the end he goes flying to the sky (its gonne for good) think some pidgeons went with him, but can remember if he jump from a building to start flying
