Question - Function of "I say"

Litany, I have to make the translation and the justification for my choices in one go, and then I hand it in - I will not get the chance to justify it again, afterwards.

To add my 2 cents: I qould say that "I say" in this case means more like "I think":

"I say ... I made him understand"

Modern version would be maybe "I would have thought he understood what I wanted to do"
