Depends on the kind of format, why you're doing it, and who you expect to go looking for old data on it. A quick format deletes entries from the file allocation table and leaves the actual files intact.

To answer the reformat question the answer is no. There are ways of reading a disc down through multiple layers of over-writing. If you have evidence you need to dispose of the only way to be sure is get an acetylene torch and melt it.

That was actually discussed in the book I finished this weekend (The Eerie Silence by Paul Davies - see non-fiction forum), where he seemed to argue that it was more or less inevitable; we're already using highly functional prostheses today. Once we figure out how to upload a consciousness (which isn't even practical today, given how much information is in the human brain, but Moore's Law should fix that in a few decades), give it a few generations and nobody will want to hang onto a biological body that'll eventually decay and die. Hive mind is another step beyond that so, say, 5,000 AD?

This one (Mid Atlantic US autumn). The air is clean, cool in the evenings and warm during the day. The holiday season is just around the corner and people just seem....happier.

Thanksgiving feast, I am thinking of doing Cornish Game Hens. Sacrilege?
 
Not at all. It's a gourmet twist on a classic. Just make sure you allot at least two per diner. Because Thanksgiving.
