Out of 12,001 members, I'd venture that less than 300 are active. 17 votes out of around 300 active members sounds about right as far as expected participation goes don't you think?

no, i think that more that 400 are active because the most members ever on at once was 405 (somewhere around there), and that was only like a week or two ago!
