Well you've got your classics like George Orwell's 1984 and Aldous Huxley's Brave New World. Both are excellent.
If you'd like to read something about Stalinism/Communism try The Master and Margarita by Mikhail Bulgakov. It uses magical realism to make the commentary though, so if you're not into that particular style you might not like it. But if you like Salman Rushdie's writing (The Satanic Verses is GREAT but it's more religious commentary than social commentary) you'll like this.
And, if you're interested in very good South American writing, try The Tower of Glass by Ivan Angelo. It's social and political commentary about Brazil in the 20th century. Part of the novel describes a government "experiment" where, bit by bit, the government turns a prison infamous for torture and other horrors into a tower of glass, where all the atrocities within can be clearly seen by the public. It's fascinating.
