The book I'm looking for was probably first published about 25 to 30 years ago. What I can remember is this:
Two men living together, one is a steroid popping bodybuilder with a slight mental handicap, the other is a psychopathic whacko that produces a homegrown, extra-strength botulism strain. Not sure of the setting but I'm thinking northern CA. Bad guy tests his toxin at a grocery store by putting some in a jar of mayonaise, and injecting some into an orange. Also pours some into holy water at a local church. Good guys catch him just in the nick of time, as he is about to contaminate the area's entire water supply at a water treatment facility reservoir. Can't remember if good guys were feds, local cops, CDC or what. I know it's sketchy, but I hope someone can help.
