It describes plagiarism and then points toward the related but different question of copyright infringement.
I'll venture that the rough answer to your question is "no, your own thoughts and conclusions are not off-limts and neither are limited excerpts, provided you observe the amenities of 'fair use' and proper attribution." But I am no lawyer -- which is important to note! -- just someone who is fairly familiar with research.
And, again, a mod would know better, in case of doubt. It's their forum.

Thanks for keeping an ear tuned and for providing that excerpt (which we should have been able to find )
It corresponds to the way I, and probably others, understand the matter. And the way we have been doing business here as far as I can recall.
So now we should all be able to feel on the side of the angels once again -- for at least a little bit anyway.
